ONCE IT IS DETERMINED THAT YOU ARE A WINNING BIDDER, YOU WILL THEN HAVE 7 BUSINESS DAYS FROM THE SALES EVENT CLOSING DATE TO SUBMIT A COMPLETED EUC TO GOVERNMENT LIQUIDATION (GL). IF REVISIONS OF THE EUC ARE NECESSARY, YOU WILL HAVE AN ADDITIONAL 5 BUSINESS DAYS TO MAKE REVISIONS AND SUBMIT AN ACCEPTABLE EUC. IF A PROPERLY COMPLETED EUC IS NOT RECEIVED WITHIN 12 BUSINESS DAYS OF THE SALES EVENT CLOSING DATE, YOUR ORDER WILL BE CANCELED AND YOU WILL BE CHARGED A 25% DEFAULT FEE AS LIQUIDATED DAMAGES.

NOTE: THE CUSTOMER IS RESPONSIBLE FOR KNOWING WHEN A SALE CLOSES, CHECKING THE WEBSITE FOR LOTS WON AND THEN SUBMITTING AN EUC. Reducing Your Approval Time -- PREVIEW ONLY!

Many of our customers ask us what they can do to speed the processing of their initial End-Use Certificate ("EUC") application. The trade security clearances are administered by an investigative arm of the Defense Logistics Agency, http://www.dla.mil/dcia/, not by Government Liquidation. Whether you are a private customer or purchasing for a business, there are, however, several things that you can do which will help speed the processing of your EUC by the government. These tips follow:

Tips for First Time Applicants
Your Name - The EUC requires that you include your FULL legal name. Last, First, Middle. Do not abbreviate. If you do not have a legal middle name, use "NMN" for No Middle Name. If you legally were only given an initial for a middle name, add (initial only) after the initial. Also be sure to include any legal suffix in your name. (Ex: Sr., Jr., III, etc.). Nicknames are not acceptable.
Address Verification - - It is now a requirement to include verification of the Physical Address entered on your EUC. Acceptable forms of verification are a copy of your driver's license, or other form of State Issued ID that shows your current home address (physical address on the EUC). If your driver's license does not have your current home address on it, also provide Government issued documentation showing your name and home address. (IRS Correspondence, Social Security Statement, property tax statement, etc.)
Excluded/Debarred persons - For several reasons, the U.S. government may exclude or bar individuals or corporate entities from doing business with the U.S. government. The names of individuals or businesses presently excluded or debarred may be located on the following three websites:

We strongly recommend that you check to see if you are on any of these lists. If you are named, and you know the listing is accurate, please do not file an EUC application, as it will not be approved by the government. If an entry appears which is not you, but which you think might reasonably be confused with you, please submit an explanatory letter with your EUC application. Please check each of the lists, as they are not mutually exclusive.
Keep your contact information up-to-date - (email address, phone, and fax) on our website. Check your email, fax, and online account often for messages requesting EUC revisions. Once we've received an acceptable EUC for submission to the TSC, your online EUC status will show a status of "EUC Sent to Battle Creek" (DLA Disposition Services).
 
Dun & Bradstreet Report Data (Business applicants) - The government uses Dun & Bradstreet's ("D&B") business reports to verify information supplied about business applicants. One specific item checked through this vehicle is who is an officer of the business. You may check the accuracy of the data that D&B will report on your business at https://www.dnb.com/product/eupdate/newhomepage.asp. You may also submit changes or corrections to your D&B data through this URL. We strongly recommend that you do this, as any variance between what you have stated on your EUC application and what D&B reports about your business will delay your EUC application.
Match Addresses - When we submit your EUC and preliminary invoice to the government, the names and addresses on the EUC and invoice must match. The invoice prints the name and address you entered in the "Company Name" field and "Billing Address" field while registering on the web. Please update your profile on the web if they do not match.
The DLA requires that all words, entries, and instructions must be legible for approval. Do not white-out or write over any of the words on the form.
The fastest way to find out the status of your approval is to check your EUC status in your online account under the tabs: My Account / Invoices / EUC status.
Proof of Citizenship - If the signer of the EUC indicates that they have been born in a foreign country and that they are a U.S. citizen, including citizens born at a U.S. Military Installation overseas (check box on page 2 of EUC), then they must provide proof of U.S. citizenship. (i.e. US passport or naturalization papers or Foreign Service Form 240 Report of Birth-Child born Abroad of American Parent or Parents.). Also acceptable is a Permanent Legal Resident Alien card.


Tip for Customers with prior EUC Approval
If your address changes you must provide proof of the new address with a copy of a Utility Bill or Driver's License. Otherwise, your approval may be delayed.

END-USE-CERTIFICATES (DLA form-1822)

GOVERNMENT LIQUIDATION WILL NOT SELL ANY DEMIL "B" OR "Q" PROPERTY WITHOUT AN END-USE-CERTIFICATE.

Where an END-USE-CERTIFICATE (EUC) is required to complete the transaction, no property will be released or removed until all certificates are filed and the property has been cleared for release by the Trade Security Control (TSC). There will be no exceptions or exclusions to the Term and Condition of sale. The latest edition of the EUC, provided below, is the ONLY valid version of this form to be used for this sale event.

The liability of the EUC for completeness, correctness and legibility is that of the Buyer of the property. Government Liquidation (GL) does not control the amount of time required for approval, or the final decision to allow or disallow the release of the property to the individual(s) completing and filing the EUC.

If approval is not granted by the TSC within 60 days of submission, GL reserves the right to terminate the transaction. Additionally, if a submitted EUC is not approved, GL reserves the right to assess a 25% default fee as liquidated damages.

Property will not be released until approval for release is received from DLA Disposition Services/TSC by GL.

Prospective Buyers are hereby notified that property sold in GL sales events are subject to Demil Code changes as imposed by the DLA Disposition Services. In the event that a change occurs to either Demil "B" or Demil "Q", the Buyer agrees to complete an EUC, (DLA Form-1822), when informed of the change and requested to do so. Customers will be notified in writing, with an explanation of the sale/lot/item in question and a copy of the End-Use-Certificate will be provided for completion. This becomes a condition of sale.

GL will not sell Demil B or Q property to any citizen of or agent acting for a foreign country. There will be no exceptions to this standard.

Important: All prospective Buyers acknowledge that the opportunity to preview property is extended to them before a bid is submitted. Additionally, there is no relevancy whether the prospective Buyer previews personally or authorizes a second party to preview on their behalf. Failure to inspect merchandise will not be considered grounds for termination of sale.
